The chip is just a transistor array, so it turns off and on to send the 12V to the transformer. Its not static sensitive etc and in all honesty, could be repaired with basic soldering skills.. Why not have a go yourself?

stupid question but do I need a 110v starter for the fluoro.  wiring seems to be fine.  I can't work out for the life of me why it isn't working.
I put in a new starter but it is a 220v starter

Ok I was just playing the pin when the fluoro just randomly just started flashing. The starter in the back just keeps going on and off.

First of all, have you changed the globe? Second there could be a loose/bad connection at the lamp holders, starter holder or ballast. Also check the ballast, it may have a voltage printed on it. The starters job is to simply create a circuit through the two filaments of the tube on start up until the tube strikes and then goes open circuit to allow current to flow through the tube. If there is not enough gas in the tube it just keeps trying to strike, hence the annoying flashing syndrome.

I will try a new tube tomorrow even though this is a new tube.  The ballast is all faded. what should I be looking for exactly

Ballasts either work or they don't and if they fail its normally because they are cooked which would be easily noticeable as the terminals tend to melt down.
Replace the starter and go from there.
