i am looking for an ic cradle similar to that found on a eprom burner so i can quikly test 40 pin chips.is there such a creature?

I think you mean a "ZIF socket" - short for "Zero Insertion Force"

Easily available in most DIP (Dual Inline Pin) sizes:
