You can import an LCL (Less than a Container Load) yourself as long as you are very careful with the paperwork.

An FCL (Full Container Load) on the other hand CANNOT BE DONE by an 'ordinary' person as the container slot needs to be booked in the system online and ONLY customs brokers have access to the system.

End of story for a FCL - cannot be done other than through a broker.
