On the lower left flipper there is a switch stack. The outer switch is normally open, and when the EOS closes, it also closes this switch which activates the upper flipper. If a wire has fallen off, or the switch is out of alignment (tighten the switch stack screws first), then the upper flipper will never work.

Just locate the switch, follow the wires and you should find the fault.
