They are NOT a bank BUT come under the juristiction of the Banking Ombudsman in Australia and I can tell you they HATE that....in other countries they do as they please but here at least there is some control over them...

Be a little careful about exactly WHO deals with this - if Mitchell is only 15 maybe he he shouldn't have a PP or eBay account ?? I don't know but I would check that first. If the accounts were opened in your name then you deal with them....
