Looks like a simple tone generator?
As above, maybe a tone/chime for gameplay? or maybe just a tone when a coin enters the shute?
Could also be a very basic (low current) power supply.
Was this actually mounted in the cabinet? or just sitting in it? maybe something from another machine entirely?
