Sorry I don't know anyone in DC for a local pickup but if international shipping is putting him off you could use Borderlinx
http://www.borderlinx.com/AU/en/ or another similar freight forwarded. Sign up and they give you a US shipping address and then when your package arrives to them you are notified before they send it on to you. I use these guys occasionally if someone won't ship OS or if I have multiple items from different places they will hold them and ship altogether which is cheaper then a bunch of small parcels.
