They would still need to be convinced that they will be able to sell enough units to make it worthwhile.
I guess if someone took pre-orders or at least deposits then they would be able to gauge the interest. But if they did that, how long would it take to produce the pins after enough people had pre-ordered?
Judging by recent history, unless you are making a pin from scratch (Coconut Island) or Gene Cunningham, it is not going to be too promising. You need a factory with an assembly line. Before that - you need a good business plan and a good reputation within the industry.
Near impossible I'm afraid.
