Spoke with my bank today about what they had to offer.
They can supply a bank draft in US dollars payable to PBR for $21 - that's pretty cool and I will be going that path.
That's the most viable method. An WUMO costs $8.65 + Registered envelope = $12 - So $21 is more than fair - and no risks of a lost envelope.

You still got to mail the bank draft so total = $33
I must be confused with a "Wire Transfer". That costs $35. No envelope and payment would be in his account within 48 hours.
