Various em sites recommend changing Transformer settings from low tap to high tap- Does this only apply to American voltages ?

If it's the
Sweethearts I would also suggest as leave as she was supposed to be.
If the game is rebuilt properly (like your
Bazzar and
Jumping Jacks) it will be fast enough
