I've never played Blackout but it looks great. Had a chance to buy one lately for a decent price passed it up i've got two Williams and looking for a Bally or Stern title. Blackout also stole some sounds from Gorgar so a bit of a turn off to own both machines. But, it looks like a great game i'd like to play one.

Blackout also appears to take a lot of styling cues from Flash.

Yep for sure. I'm pretty sure it was another Steve Ritchie rip-off, i've read an interview with SR and he seems to think so.
