The displays need to be overhauled with a bunch of new resistors and possibly a decoder chip.

http://www.pinrepair.com/bally/index3.htm#displayYou could fix the backglass by spraying a coat of triple thick, and while it is wet cover it with glad wrap which will hold the ink down. Remove the glad wrap the following day and hit it again with the triple thick.
