Usually the coil stops / plungers are worn and possibly magnetised. Sometimes, adjusting the EOS can remedy this issue (especially with new flipper kits).
Shane - new coils won't make a difference 
The whole lot is a new PBR rebuild kit, coils and sleeves, plungers and links as well as the nylon bush and the EOS switches.
I have devoted zero time to sorting it - the EOS's are okay, wiring looks okay. The bottom pair of flippers are piss weak too - even with the new bits. So something is up the shit somewhere!
