If its cooked you could go for the Pascal PI-1 X4 board.
It combines all the boards for the game including the sound card and power supply.
If you opt for the add-on advanced sound card I believe you can use the sound set from any of the listed games for your game.
It sure eliminates a few problems and gives you great diagnotics aswell.

+1 - although some like to keep the boards as close to original as standard, or the budget might not extend to a full replacement (no matter how good it is like Pascal's - I've got his boards in three or four games).
As for the original question - I would have thought the chip might be fried, but would that necessarily hurt the board? Might be worth noting which chip is involved so the electronics gurus can assist.
