I found the ROM chip for Charlies Angels, only problem is i cant say for sure its good though (the game was in pieces and half missing when i got it, but the MPU board was there and all in one piece) Im happy to send it to you to try out, it might just fix your game!!

EDIT: does your sound board just not work or is it missing completely??? If its there and just not working they're dead simple (and cheap) to repair
I have a system 1 sound board (1st sound board, the "fart fart fart soundboard" as Tim Arnold calls them)
have one here but i need to test it and see if it works
