Williems require a little "technical nouse" IMO. I have many different programmers but have found this USB one the most universal and dead easy to use (it also runs on XP and Win7):

For an eraser most techs I know are using these now because they are cheap and very effective:

With these two bits of gear for around $75 total you will be able to do all you want with ease
