Wow, that's a bumper of a Kiss story, hard to believe a reputable dealer would do such a thing.
I used to love the story I heard from half a dozen different people - Melbourne dealer would quote to buy a machine over the phone, but the seller had to bring it there (funny, they have trucks and all sorts of ready equipment for such things). When the seller arrived, this person would take a look, claim it not as described and lower the offer substantially. Poor seller, he's lumbered the thing into a probably borrowed ute or trailer, used up half a day and spent the cash in his head on the way. Sure, the seller could say no and leave, but you only need a small percentage to say yes for the dealer to get some cheap stock, delivered for free to their door!!
