I might send the board off to get looked at.

You have two PIAs Angelo,

U9 and U10. You could swap them over. After doing so, you may find that you get just the flicker and NO flashes.

This will mean that one of the PIAs are stuffed.

Cool, I just tried what you said and only the ficker happened.

Funny when I swapped them over again I only get a flicker now, the two pulses have disappeared.

That would suggest that you have one of two issues ;

Faulty PIA
Faulty Socket U11 (could also be U10)
