I come across so many boards that have been fixed to a point were they are working but are going to fail even if they where put into storage and not used.
people will even use machined I.C. sockets on their patch up jobs, why bother, they are only going to be removed so someone will repair them properly.

if the solder won't take to the copper then there must be a reason why it won't take.
it's just like repairing rust on a car, if you don't remove all traces of the rust then you will be doing more rust repairs in the near future.
