I have first offer on a Williams Time Warp ( see internet pin database

I'm guessing average condition, powers up but re-set of drop targets does not occur in start up, other than this works OK.
I know this is a broad question and the answer could range from $400 to $4000 depending on how much someone wants it, etc, but, as a guide, any ideas on what would be a fair price?
