edit, one idea i just got, to actually successfully kill the neighbor you have to have a high score in the final round. meaning you have to better your self every time,
im thinking also if you get your self into the final level you have 60seconds of unlimited multiball, bit like wcs94 however unlike wcs there could be an auto shooter to return the drained ball into the field, and that is where you use that time to try and set the biggest score. you only succeed at getting your dog to kill the neighbor if you set the highest score in that round, if not you have to build back up to the final round to try again. does that sound good?? virtually the better you get the harder you make it for your self to beat the game ahahaha.
