check the fuse clips on the flipper board (in the cab, left hand side near volume control)
try pushing on the glass fuses (with the machine turned off) and see if the fuse clips stretch out or break or already are broken. this is a very common fault with data east.
the picture below is not the actual flipper board, it's just there to show you where the clips break.
