sounds like power supply problems or connector problems.
the boards where tested in a Phoenix prior to being sent.

The ground input for the solenoids and sounds are at 2J10 (second set of pins from the bottom left of the solenoid driver board) this is isolated from the other grounds so if you don't have this connection right then your coils won't fire  

I would be checking the fuses and connections on the power supply board and the connections to the bridge rectifiers below the power supply.
also check connector 3J2 & 3J1 on the power supply.

voltage between the coil and GND should be around 28 Volts dc
