What sort of device is Q17? A transistor or a FET?

The part number will tell the story.

I wouldn't really bother testing it - I would replace it and any driver (if it has one, and if it doesn't it is probably a FET)

If it is a FET it MUST be replaced with the correct type (not the same part number but the same TYPE) so numbers become important.
