I might be able to help you with a decal, or at least I'll give it a go. I have a Roland Printer which I use to make all sorts of reproduction decals so should be able to come up with something.
I would normally run a sample decal through my scanner and then hand draw it and add fills in my drawing app, but scanning is not gonna work for your job.
If you can set up a camera on top of your play field and take a pic of the damaged section plus some of the surrounding area would be good, also lay a tape measure or ruler on the field of shot so I can get a idea of scale.
You need to set up your camera so it is parallel to the playfield, if its out of skew it will mess everything up.
