Now mysteriously working again.
I tried to ping AP but I think the proxy does not work through command prompt because no internet sites worked with ping.

ICMP is most likely blocked at your router, firewall or gateway appliance. Common security setting. If your problem was intermittent and it was happening from multiple PC's at your work then in might be as simple as a corrupter router table. Reboot of that router may have fixed it.
