I will try a new tube tomorrow even though this is a new tube. The ballast is all faded. what should I be looking for exactly
Ballasts either work or they don't and if they fail its normally because they are cooked which would be easily noticeable as the terminals tend to melt down.
Replace the starter and go from there.
