someone posted on Pinside that they asked Rick from Planetary if they were going to make this and Rick responded with a "possibly" and pretty sure Rick does own the rights.
I have had a discussion with Rick myself and he implied he did have the rights. We'll see if this turns out to be correct, or if enough of the rights are held in one place to be able to make the repro.
