Make sure the surface is flat and sealed as decals hate pitted surfaces, so you might want to give the backing a quick squirt with some poylurethane spray.
Once that has completely dried and degassed you can apply the decal. If its laminated then you can heat very gently with a hairdrier and push the decal into the grooves. Only works with laminated vinyl prints though and you have to be real gentle with that hairdrier.
