thats too low a reading! sounds like a shorted coil diode, or the coil itsself. cut one lead of the diode from the coil and measure across the diode. should read high resistance one way and read completely open the other. Im guessing the diode is shorted, if thats the case it'll still read really low resistance Both ways.

Im not completely sure but the coil should measure between 10 - 15 ohms... certainly no less than 10 ohms.
