Has the CPU connector J4 been re-pinned, connector pins on the CPU been replaced?? I'd be checking J4 if it hasnt been replaced/repaired as the power connections to the CPU come in on J4. Also you could check the ICs that are in sockets, maybe try reseating them, as these can give trouble.
