I have a Gottlieb 'ProFootball' 1973 with the same credit unit 0-15. Check to see that the "15th position" contacts are closed when the credits are on "zero credits". These are mounted on a bank of leaf contacts in the unit. They will be those which are longer and closest to the backglass.
