Doubt it will ever happen... well not on the Gold Coast anyway. Last I heard the council saw this enterprise as a way of boosting its own coffers and each time an application was made the fees went up and up until it just wasn't viable anymore... Gold Coast council had a very good run around the late 90's with massive development in the area... this has now pretty much ground to a halt due to exorbitant fees imposed by council.
