Is there anyway you can test the led strips in a topper as mine keeps blowing a fuse in the addapter.

Is it a Laseriffic topper with the screwed on feet ??

If it is then chances are that when the feet have been screwed on from underneath they have poked through and pierced the led strip causing a short .

Remove the screws and the led strip , check it for damage . If it's damaged by the feet screws then it'll need replacing unfortunately .

Before you re-assemble it grind/cut the screws so that they are a bit shorter so it won't happen again .

The LED strip runs via a small white 12v DC inverter box that would have come with the topper as part of the package.

You can test the LED strip and the white inverter box itself by connecting to the terminals of a regular 9V battery. It will be enough to light the strip and confirm whether it is working.
