Coils still have 75V after machine is turned off and unplugged

I have a Getaway i bought that was a bit of a basket case with someone who had no experience trying to do repairs and it didn't work out real well!

I have eventually got it running, but there is a strange issue - when i was adjusting the up/down ramp mechanism, i got a good old tickle from touching the coil lugs - when the machine was turned off and unplugged. I powered it back on, then off, and every coil has 75V when it is off, until i discharge one to earth.  There is continuity from the earth pin on the plug, to the earth braid, side rails and all boards in the backbox.  Where else should i be looking, and/or can anyone suggest a solution?

The caps in the power supply will store the voltage until it leaks away - I'm surprised you haven't been "tickled" before now...

Why the concern? Now if you can some how pump that back into the grid you see a saving on your electricity bill of maybe a cent or two  %.%

I have been tickled before but wondered if there was a way to stop it or is there something in the circuit missing since 99% of the time they are discharged on most machines
