No luck so far with the game over relay.  But this is what happens at power on.
Switch on
Drop targets reset
Attract lights start to pulse
Game over and tilt relay start to pulse
All stop while the extra ball relay activated the CHaser lights on the playfield
Then back to attract and Game over and tilt pulsing?

Once a game is started everything works as it should.

Ive tested the transistors for the Game over and tilt and they seem to be fine but there are 3 or so transistors that dont do anything

Pulsing sounds like a connector issue.  Did you check all pins on the connectors between the CPU and the driver board.

Daniel can you expand and explain further what you mean in the above statement? This might help me further.

Well while in attract mode all the light stop pulsing and the Extraball relay is activated which causes a lights on the playfield to chase each other  which then stops and goes back to all the lights and game ove relay going again

Yeah it does sound like the connector between the cpu and driver board.  Sure it doent have a reset board?  It should I think?  It connects into the 40 pin socket at the top of the CPU board.

Hey Dean ive had a bit of a play and now lost some playfield light so i might replace the connectors.  Where can i buy them?

I also held the RELAYS open to see if it had any effect on the attract mode which it didnt im assuming the Driver board is thinking that they are lights would all driver boards be the same?

I have some 86 pin double edged connectors, these can be cut down to the correct length.  Have pins that you would need to solder each wire onto and put heatshrink over each one.  Its easy to do.

If you wish to go this way, PM me your mail address and I will post some to you on Monday.
