The jumper needs to match the blue wire.
If you have the blue wire on pin 1, then jumper on position 1.
If blue wire at pin 4 then jumper on position 4.
I think at the moment your blue wire is on pin1 but jumper set to 4.
Please see pic of jumper on page 5 of this thread. It's on position 4 and the blue +12V wire is at pin 4 on the connector.
