Hi Mate

I use a cheap Willem Eprom programmer I bought off ebay. some people say that Willem's are cheap and nasty but they do the trick (except for some of the early bally sound roms).
I ordered mine from some place in Hong Kong (there are a few suppliers), it took a few weeks to get here but it was worth the wait for the cheaper price.

The  blank eproms aren't worth to much either, some times I am lucky to get NOS eproms but for some eproms it's nearly imposable to find NOS.

You will also need to buy your self a UV eraser, Again I bought mine from Hong Kong and paid around $15 for it.

Williems require a little "technical nouse" IMO. I have many different programmers but have found this USB one the most universal and dead easy to use (it also runs on XP and Win7):

http://www.ebay.com.au/itm/USB-G540-Universal-EPROM-FLASH-GAL-AVR-PIC-Programmer-/110624169936?pt=AU_B_I_Electrical_Test_Equipment&hash=item19c1b6dfd0

For an eraser most techs I know are using these now because they are cheap and very effective:

http://www.ebay.com.au/itm/UV-Eprom-Eraser-Erase-Ultraviolet-Light-Erasable-Timer-/180716945451?pt=AU_B_I_Electrical_Test_Equipment&hash=item2a1391c02b

With these two bits of gear for around $75 total you will be able to do all you want with ease

The burner you buy will come with it's own software , and good software is important.
There's a lot of burners on the market today so do your homework before you purchase one to make sure it will do all the types of chips you want it to.
Some of the cheaper burners on the market claim to be able program the earlier 2716 type chips that require 25volts to program but i've been told they won't do them.
So what i'm saying is ask a lot of questions , and if you have a particular burner in mind ask about it on here to see if anyone else has one and what they think of it.

This is the ROM Burner I use. No trouble burning ROMs for older Bally / Stern / GTB games and newer Stern games. I used it to burn Viking ROMs and High Roller Casino ROMS - so it covers all bases and is cheap. I used to use the Willems Burner a few years ago, but it was fiddly and as Ken pointer out, was not good with 25V Eproms - so 2732A etc were hit and miss.
