Just like to post another finding for anyone that may come across this same problem. I am 100% sure its a pcb problem and pretty sure its the scr's as dumb arse me just twigged i have another bally game that would have a similar pcb. So i plugged it in and whammo the globes are a goer.
I'm so embarassed at not realizing this was an option open to me. 
Yepp the SCRs can and DO fail from time to time on these boards. I've replaced shitloads of them over the years
As for testing them, its really not worth the hassle, if in doubt i usually just replace them as they are fairly cheap to buy and its just quicker to do.
