Ok I just noticed that when I touch the side rails I get a shock.  Does this mean the machine in not earthed properly?

It means you stop now and have it looked at. This is the typical project pinball. They were sold as projects for a reason. You may have a mains issue - mains cable not earthed, broken earth strap, or a similar issue to a Secret Service game I looked at that had the fuse holder lugs flapping in the breeze.

Drop the game over in my workshop - I'll have it sorted for you. Electricity is a serious issue.
