EARLY EM STARTUP PROBLEM

Cant seem to get past this startup on my 60s Gottlieb Sweethearts - This is as far as I can get.
1- Turn machine on - All backglass and playfield illuminate EXCEPT for the Game Over or Tilt light (The Hold relay has been removed & the wires joined together) No relays are energized at this stage.

2- Press Start button - Score wheels reset, Reset and Start Relays energize in and out.Score Motor rotates 360 deg while all this is happening.
Thats as far as it goes - All lights illuminated but NO Flippers,Bumpers or scoring happening.

Have cleaned all switch blades,including score motor,also made sure 5 balls are loaded (Manual Lifter)

Next Step ????  !@# !@#

Have you checked all relay coils with a multi meter?  Sound like your game over relay isnt activating !@#

Try the "kick off switch/ slam switch" in the bottom of the cabinet - if this goes open it disables all game play

Once start relay has done it's stuff, directing power to all reset circuits, it turns off and sends power through the hold relay to power up the rest of the game such as flippers, scoring etc.
Maybe it has something to do with the missing hold relay  !@#
EM score motors wanted- nonworking, broken, burnt, etc..

Got me stuffed this one.
Rechecked everything I can possibly check (I Think)  ^&^
Cant get any response from anything on the playfield except the illumination lights and the bank reset solenoids ^&^ ^&^
Moments like this i wish i had a working 60s machine to compare,looks like it goes back in the corner for a while until im in a better mood,frustration is setting in *)*
